Owen was born and raised in Germany. He came to Turlock in 1980 where he attended CSUS. He received his Bachelor of Science Degree in Business with a concentration in marketing in 1985. Owen and his wife, Tuckie (Teresa), have been married for 17 years. They have a wonderful 12 year old daughter, Brigette. Tuckie is an Adapted Physical Education teacher for Merced County, working with physically handicapped students throughout the school district.
